He instituted the IT governance and controls that enabled Pacific Drilling's 2011 NYSE IPO, including SOX compliance and business continuity planning, and delivered the world's first production SAP Business Suite on HANA implementation.
At ENGIE North America, Coy expanded IT budgetary oversight to $35M and a team of 100+ professionals across 60+ North American locations, serving the Renewables, Energy Solutions, Networks, and Thermal/Supply business units. He led IT execution for 10 M&A integrations involving $1B+ companies, reducing overall IT cost by 25% through post-integration application rationalization. He co-led a U.S. Department of Energy Connected Communities grant ($12.8M initiative with Ohio State University and NREL) applying AI and model predictive control across campus buildings — a first-of-its-kind distributed energy optimization program.
At Mexico Pacific Limited, a $14B PE-backed LNG and pipeline startup, Coy built the foundational IT organization, cybersecurity program, and enterprise application ecosystem from the ground up, supporting rapid scale, multi-stakeholder coordination, and governance aligned with private equity expectations.
Coy has led enterprise technology operations across complex, multi-site energy environments. His platform experience spans SAP S/4HANA, Salesforce, ServiceNow, Microsoft 365, industrial control systems, and cloud infrastructure across AWS, Azure, and GCP. He established operational standards, service management disciplines, platform ownership models, and SLAs that unified IT delivery across large-scale North American businesses.
Cybersecurity leadership is a defining thread across Coy's career. He has led industrial control network cybersecurity programs covering SCADA, plant communications, operational technology environments, and corporate IT security. He reported directly to the Board on cybersecurity matters and led enterprise-wide hardening initiatives across generation, transmission, and offshore drilling assets. Coy holds an MBA with a Cybersecurity Concentration from Baylor University.
